About MRRA
What is MRRA?
The Midcoast Regional Redevelopment Authority (MRRA) is a public municipal corporation by State law (not a local unit of government) established by the Maine State Legislature to implement the NASB Reuse Master Plans for both NASB and Topsham's Annex as they have been set forth by both the Brunswick Local Redevelopment Authority (BLRA) and the Topsham Local Redevelopment Authority (TLRA).
The Reuse Master Plans for NASB and the Topsham Annex represent a unique opportunity to establish:
  • A vibrant live, work, learn, and play environment
  • Centers of excellence for technology innovation, environmental sustainability, and "green" community development
  • A variety of corporate, business, academic, recreational, and community services
  • A strong sense of place based on smart growth principles
Funding Partners
MRRA is very fortunate to receive financial support for its redevelopment efforts from the following funding organizations:
  1. Office of Economic Adjustment (OEA) – OEA is the Department of Defense's primary source for assisting communities that are adversely impacted by Defense program changes, including base closures or realignments, base expansions, and contract or program cancellations. OEA offers technical and financial assistance to adversely impacted communities, and coordinates the involvement of other Federal Agencies through the Defense Economic Adjustment Program and the President's Economic Adjustment Committee.
  2. Maine Department of Economic and Community Development (DECD) – DECD serves as the umbrella organization to the offices of Tourism, Business Development, the International Trade Center, Community Development, Film and Innovation and Science.
  3. Maine State Planning Office (SPO) – The State Planning Office is part of the Executive Department that provides planning assistance, policy development, program management, and technical assistance to build a sustainable future for Maine's communities, businesses, and residents. Created in 1968, the office provides independent analysis to the Governor and Legislature on the development of the state's economy and conservation of its natural resources.
  4. Maine Technology Institute (MTI) – MTI is a non-profit organization established by the Maine Legislature in 1999, provides funding to support and promote research and development by private companies and research laboratories. Another MTI priority is helping innovative Maine companies and inventors get their products to market.
  5. Economic Development Administration (EDA) – EDA was established to generate jobs, help retain existing jobs, and stimulate industrial and commercial growth in economically distressed areas of the United States. EDA assistance is available to rural and urban areas of the Nation experiencing high unemployment, low income, or other severe economic distress.
  1. Maine State Housing Authority (MSHA) – MSHA Maine Housing assists Maine people with obtaining and maintaining decent, safe, affordable housing and services suitable to their unique housing needs. MaineHousing provides leadership, maximizes resources, and promotes partnerships to develop and implement sound housing policy.
