MRRA Glossary of Terms

Discussion of the redevelopment of the former Brunswick Naval Air Station often includes the frequent use of numerous acronyms to abbreviate various entities and activities related to the reuse effort. To help define some of the acronyms used by MRRA for the public, here is a glossary of some of the most commonly used terms:

Acronym: Definition/Name

  • OEA: Office of Economic Adjustment — A branch of the Dept. of Defense responsible for assisting communities with funding base closure and redevelopment projects.
  • MRRA: Midcoast Regional Redevelopment Authority — the Master redeveloper of the closed Brunswick Naval Air Station (pronounced Mir-rah by locals).
  • BXM: Brunswick Executive Airport
  • EDA: Economic Development Administration, bureau of the U.S. Dept. of Commerce
  • PBC: Public Benefit Conveyance — Public benefit conveyances are used by the federal government to transfer surplus property at a substantial discount (often at no cost) primarily to state and local governments for certain purposes if a recognized public benefit would result from the property.
  • EDC: Economic Development Conveyance — Another method used by the federal government to transfer surplus property to the public specifically for economic development, which may eventually be completed by private companies. Typically the EDC is initially transferred to, or purchased by a local redevelopment organization, usually at a  discount from current market rates.
  • FOST: Finding of Suitability for Transfer
  • FOSL: Finding of Suitability for Lease
  • LIFOC: Lease in Furtherance of Conveyance, a temporary lease granted to base redevelopers by the Department of Defense prior to property being conveyed by other means.
  • FAA: Federal Aviation Administration
  • MAP: Military Airports Program — Through this program, the FAA awards grant funds to the civilian sponsor of a military airfield for the development of aviation facilities for the public.
  • BLRA: Brunswick Local Redevelopment Authority (now defunct)
  • TLRA: Topsham Local Redevelopment Authority (now defunct)
  • RAB: Restoration Advisory Board, a board established typically by the Environmental Protection Agency (EPA) for local communities to provide input on the cleanup of former military installations.
  • CERCLA: “Comprehensive Environmental Response, Compensation and Liability Act”
  • BRAC: Base Realignment and Closure
  • PMO: Program Management Office
  • DOD: Department of Defense
  • DOC: Department of Commerce
  • NASB: Naval Air Station Brunswick (now closed); sometimes called BNAS (Brunswick Naval Air Station)
  • MRO: Maintenance, Repair, and Overhaul (a sector of aircraft industry)
  • ILS: Instrument Landing System
  • PAPI: Precision Approach Path Indicator
  • FDI: Foreign Direct Investment
  • DECD: Department of Economic and Community Development
  • EIS: Environmental Impact Statement
  • MIAC: Make It in America Challenge
  • BREC: Brunswick Renewable Energy Center
  • PPA: Power Purchase Agreement

  • CBC: Construction Batallion Compound or SeaBees
  • VGV: Village Green Ventures (builder of the anaerobic digester power plant)
  • MTI: Maine Technology Institute
  • SMCC: Southern Maine Community College
  • CERL: Composites Engineering Research Laboratory (based at SMCC’s Midcoast campus, an important component to the college’s Composites academic program)
